Toulon led 9-6 at half-time but Racing centre Henry Chavancy's try soon after the interval proved to be the turning point at Stade Felix Mayol.
Once they edged ahead, the Parisian outfit produced a brilliant defensive effort to keep Toulon's star-studded attack at bay and put their mixed start to their season firmly behind them.
Toulon, averaging more than 42 points per game at home and bidding to take their winning streak at Stade Mayol to 19 matches, were outmuscled by a Racing side led by captain Dimitri Szarzewski and Fiji No 8 Sakiusa Matadigo.
Jonny Wilkinson kicked three penalties for Toulon before half-time despite being temporarily forced out of the action to receive three stitches to a head wound.
Jonathan Wisniewski slotted over a penalty and a drop goal for Toulon before the break and, after Chavancy's try had opened the game up, added a conversion and two more penalties.
Wilkinson ended up scoring every point for Toulon, who remain top of the table while Racing now sit eighth.
