In a match played out in atrocious conditions on Sunday afternoon, Toby Flood kicked three penalties for Leicester while Toulouse, who scored the game's only try through Yoann Huget, were left to rue a misfiring display in front of goal.
Two-time champions Leicester will travel to Toulon in the next round.
Toulouse will be wondering how they failed to progress after wasting five kicks at goal during the 80 minutes.
Lionel Beauxis and Luke McAllister missed three penalties between them in the first half and Flood made them pay to give Tigers a 9-0 lead at the interval.
A layer of snow covered the pitch throughout and, with handling tough for both sides, it was inevitable that an error would lead to the opening try.
After losing a line-out, Leicester then came unstuck when McAllister's high ball was spilled by Mathew Tait, allowing Huget to pounce.
Beauxis was once again off target from the resulting conversion and Toulouse head coach Guy Noves could not help but show his frustration when McAllister spurned another penalty opportunity shortly after.
Toulouse, four-time winners of the competition, threw everything they had at Leicester in the dying stages but, roared on by their vociferous home crowd, the Tigers held on.
