Replacement Brad Davies slotted a 75th minute penalty to ensure the visitors earned a share of the spoils.
A converted 18th minute try from Dan Hipkiss and three Andy Goode penalties had given the hosts a 16-9 lead at the interval.
Goode added a fourth penalty shortly after the break, and when Seru Rabeni scored the Tigers' second try in the 53rd minute the lead stood at 24-14.
The Cherry-and-Whites were the last visiting team to win on this ground in the Guinness Premiership back in January 2004 and launched a comeback with tries from Anthony Allen and James Forrester.
Goode gave his side some breathing space with a fifth penalty before Willie Walker brought Gloucester with a penalty of his own.
But the game ended in a draw as Davies (pictured) cooly slotted a late penalty for a result that leaves them one point behind Bristol at the summit of the Guinness Premiership table.
