The play-off chasing visitors were back on level terms in the 27th minute as Richard Walker stole a yard of space before supplying a neat finish from 12 yards out.
Vale's woe was compounded three minutes later when Perry was sent off for violent conduct following a clash with Shrewsbury striker Kelvin Langmead
But in the 73rd minute, Pugh was also dismissed for an off-the-ball incident with Vale's Anthony Griffith.
